). >> on december 28, 1912. san francisco mayor, sonny jim rolph stared into the crowds of those who have gathered. a moment in history. the birth of a publicly own transit system. san francisco municipal railway. muni as it would become to be known. happy birthday, muni, here is to the next 100 years. the birth of muni had been a long-time coming. over the years the city was disjointed privately owned companies. horses and steam and electric-powered vehicles. creating a hodgepodge of transit options. none of them particularly satisfying to city residents. the city transit system like the city itself would have changes during the san francisco earthquake. the transition that will pursue from this aftermath would change san francisco's transportation system once again. facilitated by city boss, abe ruth, ushering in the electric city car. the writing was on the wall. the clammer had begun for the experiment including public transit people. owned by the people and for the people. the idea of a consolidated city-owned transit system had begun traction. and in 1909, voters went to the polls and create

and hiring and practices in san francisco which are relevant to this discussion with folks who are out of work because folks who have been working may not remember what it's like to be out of work for quite some time and it is not a mystery all over san francisco because there are many folks still out of work and i think that inclusive conversation, not threat, not accusation, but conversation will lend itself to a really clear project labor agreement that serves all of san francisco and all of the contractors who wanna do work with the san francisco unified school district. i can't /waeutd for that to happen. and somehow whatever fraction of the bodies that are supposed to be [inaudible] conversation are either putting on blinders or must have /-lg their ears and it's not an inclusive conversation so that means we have to leave our egos at the door and that's everybody. mine included. and we have to leave those at the door to be able to come to the table for a comprehensive conversation so we can move forward. there's still shenanigans, there's still all kind of things going not r
's history month to recognize the efforts of women in our great city and county of san francisco. women's history month is a time to appreciate the contributions of our women leaders in our communities who have been courageous in proving the quality of life for all san franciscans. since 1996, the san francisco commission and the department on the status of women ~ has recognized the vital work and contributions of women throughout our community through this program, and i would like to invite dr. emilie morasi who is the executive director of that agency to say a few words about the history of this event. >> thank you very much, president chiu. i am joined today by commissioner kay [speaker not understood]. i'd like to ask her to come on up. she's very familiar with these chambers, having served as clerk for many, many years. and if there are any other commissioners who joined us, please come on up. i have just returned from japan through the u.s. japan council and as a guest of the ministry of foreign affairs. 10 of us throughout the united states traveled to japan for a week. we met
to one that now employs over 200 and has been named the top 5 places to work in san francisco in sf times. they help organize the plan, set uptick et sales and promote events of any size. and in 2012 had a total gross ticket sales of $600 million. before event right, she graduated from pepperdine university with a degree in telecommunications. she worked in television for mtv network and [speaker not understood]. working on such shows such as nip tuck, the haloed, rescue me, and morgan's [speaker not understood] 30 days. she has served orthctionv board of the village row which offers a variety of informative and creative and fun programs to educate and nurture the community. she is also active with the full circle fund promoting the next generation of community leaders and driving lasting social change in the bay area. when she isn't running a business or helping her community, she spends time with her two daughters. so, with that i know that supervisor farrell would have loved to have honored you today, julia. thank you for your dedication and service to san francisco. but in san francisco and the bay area and particularly this agency i think it's more so and one of the challenges in san francisco around transportation i can't remember whether it's 28 -- we have too many transit agencies in the bay area and it causes a lot of challenges around -- we are a region and our focus at the transportation authority is san francisco first but also regional connections and making sure we're working well with all of the other agencies in the bay area so it takes a special kind of person to be able to navigate that. in addition internally in san francisco any land use and transportation are linked it's constant work with the mta, with the planning department, with the port, with the public utilities commission and mayor's office and caltrans and bay authority. it's a lot of different personalities, a lot of agencies working together so i think it's so critical for the next director to be someone who can very, very effectively work collaboratively with all of these agencies and help bring them together too because the ta even though there is some project

in the city of san francisco because these are exciting times for design and construction industry. as you can witness as we drive around you see the cranes. it was not too long ago, as you remember, july 17, the topping out of the last steel beam. it's only about 7-and-a-half months later she's all dressed up and ready for the promise at a remarkable speed. this project i believe has achieved new levels of collaboration for the public project. we started construction in about may 1st and 10 months later the project is done. this could not have been done without the collaboration with the port, the d p w and the management team behind me. i think this project could become a good case study for how fast. the mayor spoke of the numbers in how we are almost 20 percent micro businesses participating in the first phase. over 25 percent of the san francisco residents working object on-the-job and a thousand workers. every worker that comes to the site comes to an orientation. based on those numbers when we start phase two in november, i would imagine we'll have six or 700 jobs created. i want to th
moore and i am the smallest practitioner of law in san francisco. and here i am only speaking for myself, but i would like agree with all of the things that people have said to date on behalf of all of those litigants that i see at the court who have to represent themself and have no access to any other law library. i personally subscribe to west law, i personally have a you know the bare bones books that have you to have in your office to hang out. but i need that library down there. it is frightening to me of think of it closing down, it is frightening to walk into that library and look at the shelves and see all of the books which say, this subscription has been cancelled. all of the things that you need the subspriptions are being canceled. gentleman that is all that i have to say, please, vote in some money. >> thank you. >> next speaker, please? >> thank you, supervisors, my name is william balen and my firm is lalen and coller i am the chair of the san francisco ethics committee. i want to talk specifics because investing in at least 30,000 square feet for this law library is an i
and was important for us to hear about how well, the law library it considered in san francisco and the legal community so some of that has some great weight in our consideration today and despite what you feel is the outcome i still think it's important >> i'd like to second the motion. i did want to say that i appreciate the budget office recommendations and the various compute if the mayor's office as well. the testimony of many folks from the legal community from the concerned professionals to the attorneys and us low practitioners i used the law library and as an attorney in the counter location and i hope that the vision is outlined by 2004 boards own resolution to a center of a justice center we can chief sometime in the future. i hope to work with all of you and help to raise private funds for potential improvements. i feel like the proposal that is before his will help improve the law library and others testified that the trend of libraries whether it's compact shelving or the use of online databases but we're increasing the size of the law library as the budget and analysis offices
. >> san francisco has a legal obligation to provide adequate law library space for the needs of city and county of san francisco. it is a vital resource and a just (inaudible) public courts of law. i have been an active patron of the san francisco law library for the past 15 years and over that time i have become acutely aware of the need of each and every aspect of the law library, including the books, the internet resources the conference space and space for those members of the public and attorneys tho meet, as well as legal education for the public. before i was a member of the california bar, i relied upon the library for the legal research, access from 9 to 5, work schedule preventing me from accessing it, i also helped friends who are not lawyers access the resource whens they were in a panic over their legal situations. when i became a legal professional, i became aware that every system has relied on the library, i i am aware that it is a vital resource for me to meet my ethical obligation to be competent in representing my clients. >> thank you. >> next speaker. >> my name

themselves okay good afternoon sir. >> hi i have lived in san francisco since 1980 and have been driving a tax i since 1984 i think that all of these people who are here have only one question. what is the beef? okay? after many years of driving a taxi cab in san francisco, i feel that i make less than minimum wage in san francisco. minimum wage in san francisco since 2000 has been 10 dollars per hour many taxi drivers are making less than 10 dollars an hour per hour when i started driving a taxi 1984 the number of taxi cabs in san francisco were only 650 right now the number is 1700 cabs. at the same time every single day there are twaen between 7 hundred and 9 hundred limos are operating illegally in san francisco and at the same time the population of san francisco since 1980 which was 735 thousand right now it has reached to 8 hundred thousand people okay? 650 taxi cabs in 1984 and in 2013735 taxi cabs. at the same time many buses are chartering from one place to another so the taxi driver at the most gets 2 to 3 rides every shift and we're not talking about the city that has a

have a market in san francisco where the cost of living is sky rocketing like crazy and to maintain that is beyond the means of most people including myself and at a pretty high salary here in san francisco, but we're proposing to cut new hires pays for certain classifications that is significant. that is not keeping up with the growing cost of living. i will stop there -- >> if you would i would like to address the cost of living and we are providing it to all employees and we are unique in this sector for doing so. maybe sonoma is doing it but we are unusual in that. i didn't touch on the two tier. the reason the city proposed -- the city doesn't love having the two tier. we would like one wage rate within a classification but we believe that within the fact it wouldn't affect any current employees and we didn't want to pull the rug out and people should know what we're getting into with a job and all of the classifications and significantly and preserving the gains of comparable worth if bee do that. the two tier is absolutely what the city has done three times since i have

and also the president of the san francisco lasada lawyers association and i am here to petition that you reconsider your current proposal and provide the san francisco law library adequate space. and i think that it is very obvious given how many people turned out today that it is a tremendous amount of support that the san francisco law library has. i think that it is important to remember that the library is not just about rows and rows of books, it is about a space that foster as a community, a sense of community. and i have experienced that first hand. when i first started, my own practice, i was obviously lost when i was researching in order to figure out what particular issue i was seeking, and i have also seen countless numbers of individuals both attorneys and non-attorneys spend hours at the library sitting and researching you know with sacks of books and i think that space is really important, also given that the san francisco law library also hosts ncles which help all attorneys continue their legal education as well as hosting workshops, for example, on bankruptcy or on landl
to help themselves. every day, litigaters in san francisco are running over to the public library because sometimes has come up that they suddenly need a resource for, a case for, a form for, and it is absolutely essential for the practice of law. thank you. >> thank you very much. >> next speaker please? >> good morning. my name is ad win enseln and i am a attorney and practice with a small boutique tax firm. the library serves a valuable purpose and i don't think that anybody disputes that. for our purpose as a small firm in the city we depend on the library for access to legal volumes. many of these are not available on-line and if the library does not have adequate space to house the collection we lose access to those volumes not only us but the members of the public as well. this will negatively impact our ability to practice law in san francisco, and people in san francisco ability to access the law, space is critical. in addition, to using the law library to access specific volumes, i and other members of my firm often visit to research topics by also studying other volumes in the

law in san francisco since 1974. i'm not an apology for the on-line search because until the legal data basis became available on-line, and as an attorney you were subject to the mersy of the people who made the indexes and they were not very small people and the great thing about the on-line data base is you can do the search and if you figure out the words that the court has to use to decide the issue that you want to do and you will decide that the index people may be there. and so i like that stuff. and the problem is that a lot of the resources that are in the law library across the street are not available on-line. for example, many of the older cases are not available on-line, the data base i subscribe to goes back to 1930. and when i practiced law at the firm that had a library, many years ago, the older law books, the older case books were gotten weathered and i called it getting into a leather when you (inaudible) that it was relevant. the beauty of those cases that was decided before the turn of the last century is that in those days, the courts decided the case in a pag
